The Evangelical Missionary Church of Canada (EMCC), its national leaders and staff, member churches and global workers are deeply committed to the safety of every individual who interacts with us so as to experience the love, message and life of Jesus. We as members and volunteers are all held to a high standard, and our conduct is expected to be above reproach as Jesus calls us. Furthermore, followers of Jesus are instructed to care for the needs of those who are vulnerable; to provide care and healing to victims of neglect and abuse and to hold accountable offending persons. The EMCC deeply grieves for anyone who has suffered harassment, misconduct or abuse from a Christian leader. As an organization, we take these matters and any allegations seriously. We are committed to measures that prevent acts of sexual misconduct. EMCC will not tolerate any acts of abuse–including physical, emotional, verbal, mental, financial, neglect or sexual harassment, sexual abuse or sexual violence. It is sinful, inflicts harm and is a betrayal of trust. Individuals in positions of trust and authority are expected to safeguard the children, youth, women and men whom EMCC serves. The EMCC works with partner agencies, including law enforcement, to investigate allegations, support victims and ensure that appropriate safeguards and accountability are in place.

All complaints are received by an independent third-party victim advocate facilitator whom EMCC has appointed. The victim advocate facilitator’s role is simply to be your contact person. Please do not provide details in the contact form. You will not be sharing details/your story with the facilitator. A qualified counsellor will receive your account should you choose to share it. Your identity and information will be treated with confidentiality. The facilitator will follow up in a timely manner to arrange next steps with you. You may also have come to this page because the burden of your own abuse or sexual misconduct has been unbearable. You are encouraged/obligated to come forward and identify yourself though this contact form.

    The EMCC continues to actively collaborate with and contribute to the independent, third-party investigation into allegations of various forms of abuse that may have taken place at Hillcrest School in Jos, Nigeria, during the period when EMCC and our predecessors served at the school as missionaries or when children of EMCC personnel attended as students.

    We want to remind anyone who may have worked at, attended, or have knowledge of abuse at the school, that the third-party investigator, Zero Abuse,  has information available on their website (https://hillcrest.zeroabuseproject.org/#overview) about the investigation and an invitation to participate in a confidential survey.  "The purpose of the confidential survey is to 1) collect all relevant information consistent with the scope of this investigation and assessment, 2) assist Zero Abuse Project in identifying individuals who may have relevant information that we could contact to schedule follow-up interviews relevant to this work, and 3) assist Zero Abuse Project in making recommendations to Hillcrest and the mission agencies in addressing past maltreatment and in reducing the risk of future harm."     The mission agencies who have joined the EMCC and Hillcrest School in this investigative process have also partnered with Accord LLC to provide independent victim advocacy services to support survivors and potential witnesses. Accord is a resource for survivors and others who may desire a support person or additional services during this investigation. Those wishing to contact Accord can do so at advocacy@accord.llc.

    We would also like to take this opportunity to report that the independent investigation conducted by Veritas Solutions into Jim McDowell's time in Nigeria after he left Hillcrest School has concluded.  There were no individuals who had knowledge of abuse during this time period - whether as a victim, witness, or confidant - who came forward during the several month period that the investigation remained open.  If there is anyone who has knowledge but did not reach out, we encourage you to contact the Veritas investigator, Randal Rauser, at randalr@veritassolutions.net or EMCC's reporting portal (Report Abuse or Sexual Misconduct - Evangelical Missionary Church of Canada).  We will re-open the investigation to anyone who may have information.

    The EMCC remains dedicated to fostering a culture that does not tolerate abuse and to establishing systems that ensure safe reporting for victims. Additionally, we continue to enhance our prevention and training initiatives.     As we continue to work toward bringing light to the horrific allegations of abuse at Hillcrest School in Nigeria, the EMCC has been collaborating over the past months with several mission agencies, Hillcrest School in Nigeria and the Hillcrest Survivors Steering Committee to engage an independent investigation firm with specific experience in abuse investigations.   The mission agencies, including EMCC and Hillcrest School, have signed a contract with Zero Abuse to commence an investigation.

     We encourage victims of abuse occurring at Hillcrest and anyone who may have knowledge of abuse to connect with Zero Abuse at Hillcrest@zeroabuseproject.org. You can find a complete overview of the investigation at https://hillcrest.zeroabuseproject.org/

    The mission agencies have partnered with Accord to provide independent victim advocacy services to support survivors and potential witnesses. Accord will serve as a resource for survivors and others who may desire a support person or additional services during this investigation.     We are grateful to the other mission agencies and Hillcrest for their partnership in helping us move from learning of the abuse to launching the investigation and advocacy services.

    September 12, 2024

    The EMCC has contracted Veritas Solutions to conduct an independent investigation into Jim McDowell’s conduct in the time between leaving Hillcrest School in 1984 and returning to Canada 1991 to determine whether Mr. McDowell engaged in abusive conduct during this period.  

    This investigation has been ongoing for several months and will remain open until October 31, 2024.

    If anyone has knowledge of abuse during this time period–as a victim, witness, or confidant–we encourage you to reach out to the Veritas investigator, Randal Rauser, at randalr@veritassolutions.net.

    The EMCC continues to work with various missions agencies, the Hillcrest Board of Governors and the Hillcrest Survivors Steering Committee to launch an independent investigation into historical abuse and misconduct that occurred at Hillcrest School in Nigeria.  Updates will be provided on this website as they are available. The Hillcrest Survivors Steering Committee is an integral voice for the victims of abuse at Hillcrest and provides valued insight to the agencies.     It is our sincere desire to bring all allegations to light and to fairly, respectfully and justly investigate those allegations so that those who caused harm are brought to accountability and those who were harmed can begin healing.

    The EMCC continues to investigate the conduct of Jim McDowell, former EMCC credential holder, after his confession on FaceBook that he abused boys while he worked at Hillcrest School in Nigeria. 

    As reported in previous communications, the EMCC is working with a group of Missions agencies and the Hillcrest Board of Governors to launch an independent investigation into allegations of abuse at Hillcrest by Mr. McDowell and others in positions of authority at the school. 

    Also reported in previous communications was that the EMCC has completed an independent investigation of Mr. McDowell’s conduct upon returning to Canada from Nigeria.  The findings of that investigation are on our website. 

    We have now contracted Veritas Solutions to conduct an independent investigation into Mr. McDowell’s conduct in the time between leaving Hillcrest School and returning to Canada (1984 – 1991).  We have been given reason to believe that Mr. McDowell may have engaged in further abuse of young boys during that time. 

    If anyone has any knowledge of abuse during this time period – as a victim or someone a victim may have shared their story with – we encourage you to reach out through our reporting portal (Report Abuse/Sexual Misconduct - Evangelical Missionary Church of Canada (emcc.ca)) and we will connect you with the investigator.  You do not need to share your story with us on the portal – just simply let us know that you are a victim or have information.

    This investigation will remain open until March 31, 2024, so all victim complaints should be submitted to the portal by that time.

    The EMCC will share the findings of this investigation when it has been completed.

    December 5, 2023

    In June 2023, the EMCC contracted Veritas Solutions to conduct a formal, third-party investigation into Mr. McDowell upon his return to Canada from Nigeria. The investigation was completed by Veritas’ Director of Faith-Based Investigations and was completed in the fall of 2023. The investigator spoke to several individuals who were believed to have knowledge of Mr. McDowell’s activities and none had knowledge nor evidence of any misconduct since his return to Canada.

    While no evidence of misconduct was found, the investigator does not believe that this is necessarily indicative that Mr. McDowell has not engaged in any misconduct since his return. Rather, due to credibility concerns, the investigator believes there is a reasonable likelihood that Mr. McDowell may have reoffended. A summary of findings may be requested by emailing concernsreporting@emcc.ca.

    Mr. McDowell’s credentials were suspended by the EMCC immediately upon hearing of his confession. After receiving the findings of the independent investigation, Mr. McDowell’s credentials have been permanently terminated as a result of Mr. McDowell breaching the EMCC’s Ministerial Covenant and policies.

    The leadership of the local EMCC church he occasionally attends has been notified of the investigation findings.

    The EMCC invites anyone who may have information about any misconduct Mr. McDowell may have engaged in to please contact our Abuse Response Facilitator through the reporting portal on our website: EMCC Reporting Portal.

    The EMCC deeply grieves for those who have been harmed by Mr.McDowell’s actions.

    The EMCC has agreed to participate in a larger independent investigation into the allegations of historical abuse at the Hillcrest School.

    Update from EMCC President John Cressman

    The Evangelical Missionary Church of Canada is committed to creating and ensuring safe environments for worship, witness, and work; free from sexual misconduct. We will not tolerate sexual misconduct in any form including sexual harassment, sexual abuse, and child abuse by its credentialed ministers and missionaries and Global Workers, (non-licensed) employees, contract workers, or volunteers in service to or with EMCC, its churches, institutions, agencies, organizations, or other bodies that operate under its name. The EMCC National Board has been horrified to hear about these historical evils and have directed the National Team to address these matters. 

    As President of the EMCC, I sincerely apologize to all victims for not communicating sooner on the work that EMCC has been undertaking since the confession of sexual misconduct by James McDowell in April of 2021. Our silence over these past months may have contributed to further harm and for that we are deeply sorry. With our full acknowledgement that victims have been disbelieved, silenced and invalidated by church leaders in the past, we offer our support toward healing and justice. 

    This communication is to inform and update on EMCC's actions and plans.

    1. After a preliminary investigation, the EMCC is launching a formal investigation into this case, led by a qualified, third-party investigator. For credibility, once that investigator has been contracted, his or her qualifications will be identified.

      The EMCC is also partnering with other Missions Agencies to request that Hillcrest School Board launch an independent investigation into historical abuse and misconduct incidents.

      The EMCC has been working with the Hillcrest Survivors Steering Committee as a liaison for Hillcrest School abuse victims.

    2. EMCC has recently updated our website portal for victims to safely report with confidentiality to qualified third-party Victim Advocate Facilitator. Our Victim Advocate Facilitator has been assigned to simply receive your contact information and direct you either to a qualified counsellor to confidentially receive your story. We would invite victims to contact us through this portal. Complaints of sexual misconduct and any abuse will be taken seriously and investigated with integrity and fairness promptly and with concern for the wellbeing of complainants and other involved parties. https://www.emcc.ca/report-abuse

    3. Further, we would request anyone who has information about this case to report it to us, for sake of the victims, and as part of your moral, spiritual and legal obligation. Please use the same portal and identify yourself as one has relevant information for our investigation. Our Victim Advocate Facilitator will connect you with our investigator.

    4. We have created a place on our website for all updates to be posted to keep you informed.https://www.emcc.ca/report-abuse

    5. We are setting up procedures, mechanisms and resources to support victims through grants for counselling services. These grants will be adjudicated by a third party in order to protect confidentiality and ensure equity. We are targeting early 2023 to have this in operation.

    6. We will be taking preventative steps in 2023 to require all EMCC Credential Holders (this includes licensed and ordained minister as our missionaries/supervised global workers) to take sexual abuse prevention training. Further, in 2023, we are developing a Credential Holders Manual which include instructions and information on these matters.

      In 2023, we intend to strengthen reporting through the Annual Reports that are required from EMCC Credential Holders. EMCC is responsible for credentialing. Each local congregation is responsible to have an Abuse Prevention Policy in place and follow it.

    7. We are planning to offer a teaching session/panel on Understanding and Redeeming Authority, Power and Abuse in the Church. This will take place at our upcoming General Assembly - April 29, 2023. Details about Assembly will be available on our website.

    It is with deeply saddened hearts and disquieted spirits that we share with you a most concerning development within the life of the EMCC. On April 17, we received disturbing reports of an admission in an online forum to multiple instances of misconduct towards minors and vulnerable individuals from an individual associated with the EMCC. After appropriate due diligence, we have ascertained that James McDowell, who has served in a number of capacities within the EMCC, including as a global worker and as Associate Director of World Partners, Director of Personnel, confessed to multiple instances of misconduct against minors and vulnerable individuals. 

    Our prayers are firmly with those who have suffered this misconduct and we stand united with them against any and all forms of such misconduct. Such misconduct is deeply grievous to the heart of God and stands in direct opposition to Christ’s command to minister well to the “least among us”. We affirm the biblical injunction that offense against “little ones” is of serious concern for the follower of Jesus (Luke 17:2).

    We are presently working with various organizations close to this issue and local law enforcement to address these instances of misconduct in an appropriate way that ensures justice for all. Our desire is to see full restoration and accountability in this circumstance and, therefore, we are committed to praying for James and Pat, as well as, connecting with agencies with a restorative justice approach who specialize in working with abuse survivors and offenders to seek guidance and insight on steps to move forward.

    We are sharing this information with you because of:

    (a)  the scriptural teaching of 1 Timothy 5:19-20 (ESV), which reads “do not admit a charge against an elder except on the evidence of two or three witnesses. As for those who persist in sin, rebuke them in the presence of all, so that the rest may stand in fear”

    (b)  the position of trust that James occupied within the EMCC, and most importantly,

    (c)  to protect the most vulnerable among us from any further possible misconduct.

    Our EMCC bylaws clearly stipulate the following as a point of covenant with each EMCC credentialed minister:

    3.3.2.8.- I understand that as a Christian minister I am called to a life of exemplary speech and conduct. I understand that the following unbecoming conduct (not an all-inclusive list) is incompatible with Christian standards and is just cause for disciplinary action up to and including dismissal from service and revocation of ministerial credentials: breach of trust or confidence, theft, fraud, lying, criminal activity, marital unfaithfulness, sexual intimacy or intercourse (either homosexual or heterosexual) before or outside of marriage (being the exclusive covenant union of one man and one woman), sexual harassment abuse or interference, substance abuse (including tobacco, alcohol or other drugs), addictive behaviour including use of materials that devalue and debase sexuality (e.g. pornography), violent or abusive behaviour or speech.

    We find that James has violated this covenantal agreement and therefore for the protection of the vulnerable within the EMCC, for the preservation of the good name of the EMCC, and for the sake of our witness to Jesus Christ, we are informing you, our constituency, of this significant breach of covenant.

    As a result of this, we are enacting our present policies as well as actively reviewing our policies and procedures in relation to such misconduct, to strengthen our ability to ensure the most vulnerable among us are protected. Though all of this is in a very preliminary stage, we desire to create safe spaces for conversation around issues of such misconduct and urge you to contact us at concernsreporting@emcc.ca or to reach out to a trusted friend, if more comfortable.

    The EMCC engaged Veritas Solutions to conduct an investigation into allegations that EMCC credential holders were aware youth involved in the Banfield Memorial Church’s youth ministry were subjected to sexual and other abuse by Ray and Sandra Swash.

    The investigation was completed in the latter half of 2023 with a pause during the course of the investigation while the criminal charges against Ray and Sandra Swash were before the court. 

    The allegations were assessed against the following legislative and policy framework as it relates to clergy conduct:

    EMCC Minister’s Covenant*;Child and Family Services Act, 1984; and Child and Family Services Act, 1990. 

    The investigator, the Director of Faith-Based Investigations for Veritas, has found that, on the balance of probabilities, four credential holders had knowledge of the abuse and did not take appropriate actions.  As such, they were found to have breached (5.1), (5.2), and/or(5.3) with mitigating and aggravating factors.  Appropriate action has been taken with respect to the two currently living individual according to the facts associated with their role in this matter.  The other two credential holders are deceased.

    EMCC acknowledges that past leaders did not handle these situations appropriately and is undertaking to make sure that all credential holders understand their Biblical, moral and, in some situations, legal, obligations to report all concerns through appropriate channels.

    *The EMCC Minister’s Covenant was instituted in 2004 (revised 2006) and thus is not applicable to conduct during the period of the 1980s to early 1990s. However, it was applicable to the participation of credential holders in the current investigation.

    December 5, 2023

    Along with providing counselling grant assistance to victims, the EMCC has launched an independent, third-party investigation by Veritas Solutions to determine whether any EMCC credentialed pastor or leader had knowledge of the abuse allegations and failed to report the allegations. The investigation is being conducted by Veritas’ Director of Faith-Based Investigations.

    The first phase of the investigation was launched in June 2023 and then paused while the case was before the courts. It has since been re-opened in December now that the trial has ended. The EMCC will share summary findings once the investigative process is complete.

    FROM THE EMCC PRESIDENT

    I am deeply grieved by allegations of historical misconduct which have recently emerged against former EMCC ministry leaders, Raymond and Sandra Swash. Their misconduct is alleged to have occurred between 1987 and 1994 while they were serving directly or indirectly at Banfield Memorial Church in North York, Ontario. Mr. Swash’s credentials with EMCC ceased in 2003.

    The EMCC does not condone any conduct that is contrary to how Jesus commands us to live and that causes harm to others. Our hearts are heavy as we pray for all those impacted. The York Regional Police are investigating and EMCC is committed to cooperating with authorities.

    We have spent much time in prayer, earnestly seeking God’s guidance as we navigate through these challenging waters. We serve a God of grace, mercy, love, healing and forgiveness and we diligently strive to follow His ways. The EMCC is putting together a plan to support the victims of any misconduct, along with family members who may be journeying through their own challenges as they become aware of experiences their loved ones have endured. Further, EMCC is committed to developing resources for churches and proactively equipping our credential holders.

    We are grateful for your prayers and ask that you continue to pray for wisdom, clarity and courage. Most of all, we ask that you pray for God’s incredible gift of healing and forgiveness to all those involved.

    The Evangelical Missionary Church of Canada (EMCC), its national leaders and staff, member churches, and global workers are deeply committed to the safety of every individual who interacts with us so that they may experience the love, message and life of Jesus.  Over the past year, we have been continuing our work to ensure we live out this commitment and bring abuse into the light and give voice to those who have been harmed.

    In 2022, the EMCC developed a strategy outlining our response to allegations of abuse and proactively preventing abuse in our EMCC ministry. While our strategy is focused on EMCC credential holders, staff, board members, and volunteers at EMCC-sponsored events, we seek to provide coaching to support our member churches as they develop strategies and policies.

    The following is an update on where we are at with implementing this strategy.

    The reporting portal on the EMCC website has been launched as a way for survivors of abuse or those currently in abusive situations alleged against an EMCC credential holder, EMCC National Team Member, or Board Member to safely and confidentially connect with our third-party Abuse Response Facilitator to report their concern. Our Abuse Response Facilitator is mandated to confidentially receive preliminary information and work with victims to determine next steps—which  may include providing support from a Survivor Support Specialist or qualified counsellor, sharing their experience of abuse with an individual who is trained in trauma-informed care, or requesting an independent investigation be conducted.     Further, we would request anyone who has information about alleged abuses to report it to us, for the sake of the victims and survivors and as part of your moral, spiritual, and legal obligation. Please use the same portal and identify yourself as one who has relevant information related to a situation allegation or investigation.

    The portal is also available for credential holders who may have engaged in acts of abuse to confess and work with the EMCC on the next steps in their accountability process.

    Any allegations or confessions of abuse against a child or vulnerable individual will be reported to the appropriate authorities.

    2. Counselling Support Grants

    We have implemented procedures, mechanisms, and resources to support survivors through grants for counselling services. These grants are adjudicated by a third party in order to protect confidentiality and ensure equity. Survivors who wish to access these grants can use our EMCC Reporting Portal to contact our Abuse Response Facilitator for more information.

    3. Survivors Support Specialist

    The EMCC understands that survivors have unique support needs as they journey through their healing process. We are highly supportive of the concept of Survivor Support Specialists (also referred to as a Victim’s Advocates) and have funding available to survivors to access this support.     4. Response Advisory Team

    The EMCC has engaged a team of highly qualified individuals to support the work that we are doing. These individuals will provide advice and guidance, take reports of abuse, conduct independent investigations and participate in the development of resources for our credential holders.

    5. Communication

    We have expanded our Updates section on the website to continue to provide updates on specific cases as well as General Updates on the work the EMCC is doing.

    PREVENTION

    1. Equipping Credential Holders

    We will be introducing a requirement for all EMCC Credential Holders to take sexual abuse prevention training. We are currently working on that curriculum.

    2. Annual Attestation Process

    Each member congregation is responsible to have an Abuse Prevention Policy in place and follow it. This may be Plan to Protect or other abuse prevention protocols. Member Churches are asked to annually report that they have a policy in place and are following it.

    Each credential holder is responsible to complete an annual report and in that report to confirm that they have reported any known allegations of abuse that they have knowledge of.
